Estimating Manager

Location:  Western Canada (Permanent, Full-Time)

Our client, a leader in the heavy infrastructure construction sector, is seeking an Estimating Manager to join their growing team. This role supports the acquisition of smaller-scale construction programs along with ongoing distribution and maintenance contracts, ensuring estimating outputs align with strategic business priorities.

As a functional leader, the Estimating Manager will guide and develop the estimating team while fostering a culture of accountability and excellence.

Partnering closely with operational and regional leadership, this role plays a pivotal part in keeping the organization competitive in pursuit of bids that strengthen and expand the project portfolio.

Key Responsibilities Include:

  • Provide direction to the estimating team to produce accurate, competitive, and commercially sound estimates for distribution, maintenance, and small-scale capital programs. Ensure outputs reflect both client expectations and internal execution capabilities.
  • Effectively manage team capacity across multiple, concurrent bids. Assess bid value and resource requirements to prioritize efforts that maximize win probability and long-term portfolio growth.
  • Champion the consistent application of estimating governance, standardized processes, and cost-tracking tools. Ensure estimates meet internal review protocols and withstand external audit/scrutiny.
  • Integrate commercial risk assessments into estimates, highlighting material and contractual exposures. Escalate risks early and partner with leadership to develop mitigation strategies.
  • Identify gaps in estimating systems, workflows, and reporting. Implement process enhancements and technology upgrades to improve accuracy, speed, and reliability of cost data.
  • Promote best practice sharing across offices and business lines. Leverage regional market intelligence and client insights to strengthen competitiveness.
  • Partner closely with operational leadership to align estimates with execution strategy and regional realities. Contribute to client strategy sessions, bid reviews, and pricing discussions to help shape win strategies.

Key Skills and Qualifications Include:

  • Minimum 10 years of progressive estimating experience in utility, heavy and/or linear construction, with demonstrated leadership in distribution/recurring revenue projects.
  • Degree or diploma in construction management, engineer, or related field of study is required.
  • Previous on-site field project or construction management experience is considered an asset.
  • Expertise in estimating governance, risk management, and process standardization.
  • Proficiency with estimating/project management software (e.g., HeavyBid, SAP, Primavera, or equivalent).
  • Demonstrated ability to effectively lead and mentor high-performing teams.
  • Excellent communication skills coupled with the ability to effectively communicate with all levels of the internal organizations, as well as external stakeholders.
  • Degree or diploma in construction management, engineer, or related field of study is required.
  • Valid driver’s license; willingness to travel periodically within Western Canada/US.
